Abstract
Teachers are unarguably a crucial part of the education system in every country in the world, and often the subject of public policy. We can characterise policies that affect teacher quality as either impacting teachers at the point of entry or exit from the profession, or affecting the existing stock of teachers. However, treating these channels as separate rather than part of the larger teacher labour market misses important supply side effects and heterogeneity in treatment effects. In this Research on Improving Systems of Education (RISE) Insight, the authors review 4 possible channels that affect teacher quality and how policy might be directed at tackling these issues in a systems framework.
