Regulation in India: assessing impact in the power and water sectors.

Abstract

This paper attempts to assess the impact of regulation especially in view of pro-poor regulation and the policy and approach adopted towards meeting this objective. This is done by looking at some parameters including rural electrification, subsidies and tariff in the power sector. In the water sector, an overview of the water supply and sanitation sector in India is followed by poverty-related issues specific to the sector. This is followed by a broad assessment of the reform options that India may adopt in the future which may serve as a basis for developing RIA frameworks for the water sector in India.
