Abstract

This paper raises the agenda for capacity building within the Centre on Regulation and Competition (CRC): what it is, whose responsibility it is and the contribution it can make in moving the CRC towards its strategic goals.The issues concerning capacity building are raised under three separate headings in the paper - internal capacity building in the CRC, capacity building in regulatory agencies and the evaluation of the impact of CRC activities.
