Abstract

Effective Public Financial Management (PFM) in fragile states is a critical foundation for basic economic governance and in establishing the performance, legitimacy and accountability of functional states. This package of readings summarizes the areas of PFM which require special attention in fragile states, highlights case study material that provides specific insights, and identifies areas of focus for those engaged in and supporting PFM reforms in fragile states.
