Politically smart approaches to donor investment climate programming: A Guidance Note

This guidance sets out practical advice on how to adopt a politically informed and politically astute approach

Abstract

The Legal Assistance for Economic Reform (LASER) programme is an initiative funded by the Department for International Development. The programme which is implemented by the Law and Development Partnership and KPMG supports developing countries to strengthen their investment climates. This guidance note is part of a suite of LASER products which develops latest thinking on approaches to investment climate and institutional reform.

The guidance note and annexes sets out practical advice on how to adopt a politically smart (which requires being both ‘politically informed’ and ‘politically astute’) approach to programming. The annexes include:

  • a traffic light matrix for initial high level analysis
  • a problem diary template with examples
  • example of a flexible theory of change for adaptive, large scale programming.
