Abstract

This provincial report examines a peace and development programme for Maluku and North Maluku provinces, and presents policy recommendations. Drawing on three parallel threads of research, the report analyses the causes and impacts of conflict in Maluku and North Maluku, the responses by governmental and nongovernmental actors and the existing vulnerabilities and capacities for peace. Recommendations are made for the provincial and national governments in Indonesia, and for local and international NGOs and agencies.
