Abstract

DFID's Central Research Department (CRD) began developing a new research strategy in the summer of 2003. In preparation for the new strategy, CRD commissioned 5 papers to provide them with background information and some options to consider for the new strategy, based around the recommendations of the Surr Report. CIMRC co-ordinated this paper on Communications.
