As the economy of Vietnam changes from a centrally planned system to a
market-orientated one, it is important that livestock producers are
considered during policy formulation to address the needs of the poor.

neglected in favour of large-scale industrial growth. Recommendations
for promoting rural development, reforming trade policies, enhancing
policymaking capacity, improving service provision, and strengthening
microfinancing institutions are made.
