Abstract

Michael Hoyle and Dr Justus Wamukoya visited Dar Es Salaam, Tanzania in October 2006. Follow-up investigations were carried out by Andrew Griffin and Peter Mazikana in November and again in December 2006. The case study report includes findings and recommendations from all these investigations. An analysis was made of the pay and human resource processes and associated records in the Government of Tanzania.
