Abstract

Many recent NRM projects have emphazied increased local participation, mainly through Community Based Management. They hve established community-based organizations and committees for resource management, but evidence suggests that most of them have failed on two counts: pro-poor outcomes and sustainability. This paper presents lessons in the form of problems to be overcome.
