Institutional framework in relation to climate change in West and Central Africa.

Abstract

This paper maps the institutions working in West and Central Africa on issues related to climate change, vulnerability, and adaptation, and assesses a range of institutional strengths and weaknesses. Representatives of 16 institutions in the sub region were surveyed and interviewed. This study was commissioned by the CCAA program to ensure that our research and capacity building efforts build on existing regional strengths, and that our efforts respond to gaps identified by those already working on issues relevant to our mandate. This paper addresses the questions:

  • Who are the main institutions working on climate change, vulnerability and adaptation within the West and Central African sub regions?
  • What are their main areas of expertise and how can these help in effectively targeting CCAA's research support and other intervention strategies?
  • Which institutions are seen as \"centres of excellence\" and what is their current capacity for evaluating climate risks and analysing its potential impacts?
