Abstract
This case study discusses the environment prior to the establishment of the Health Sector Pool Fund (economic and political context, and arrangements for health service delivery); the shortcomings associated with the environment for service delivery prior to the establishment of the Health Sector Pool Fund; and the establishment of the Health Sector Pool Fund by the Government of Liberia, in collaboration with DFID, in March 2008. It also assesses the efficacy of the 'intervention'.
