Abstract

This paper is a draft of a paper written for a Feschthrift for Professor Peter Allen on his retirement from the School of Management, Cranfield University. It is due to be published in March 2011. The paper takes as its starting point Peter Allen’s attempts to build evolutionary models to aid in the practical process of development policy.
