Abstract

This paper was presented at a Civil Society Forum organised by Save the Children UK and held on 6 November 2003 in Tegucigalpa, Honduras. There were speakers from Bangladesh, Honduras, Kenya, Mozambique, UK and Vietnam at the Forum, which was attended by a large range of civil society organisations, and representatives of donor organisations.
