Guideline for cities in Sub-Saharan Africa on applying land-based financing for urban infrastructure finance
Abstract
This document has been prepared as part of the project ‘Urban infrastructure in Sub-Saharan Africa – harnessing land values, housing and transport’. It is intended as a guide to assist cities in Sub-Saharan Africa in applying land-based financing methods for city infrastructure. This guide is focused at a strategic level with the aim being to help city leaders to understand the advantages of land-based financing and set up arrangements within their city administrations for applying this financing approach. The guide deals with the merits of individual land-based financing instruments but does not deal with the detailed design of these instruments. While this guide may be of use to all cities in Sub-Saharan Africa, it is intended primarily for those cities which do not currently have effective land-based financing systems in place.
