Abstract

RiPPLE's Governance and Planning (GaP) theme started its work in Ethiopia's Southern Nations and Nationalities People's Region (SNNPR). This concept note represents a snapshot of where the thinking of the GaP team stood at the end of RiPPLE's inception period, and before the first round of detailed field work with the Learning and Practice Alliance in SNNPR began.
