Abstract

This paper reviews the steps taken to strengthen humanitarian leadership, so that we can document the progress and highlight the challenges that continue to hamper effective humanitarian response. Recommendations are made about ways to strengthen leadership so that it is best able to meet the ambitions of humanitarian reform.
