Abstract
this paper is one of a collection of thirteen expert assessments of the contribution that research, in a range of disciplines, can make to the processes of health systems planning and policy development. Addressed to national policy-makers and international agencies, the book responds to the need for explicit guidance in an environment characterized by scarce resources, growing demand for health care, and fiercely competing needs.
