ESID Briefing No. 2. Closing the gap between form and function: a new approach to institutional reform in Uganda

Abstract

This briefing was produced from an ESID project examining institutional reform in Uganda. The resulting paper intends to contribute to the ongoing institutional reform discussion in Uganda, and to the literature on institutional reform in developing countries beyond Uganda. The briefing was drafted by Kate Pruce, adapted from ESID Working Paper 27. The research suggests that the next step is to re-frame the reform agenda to address challenges concerning policy implementation, and to close the gaps between what Uganda’s system looks like and how it functions.
