Evaluates fiscal policies that could be used to help stimulate uptake of household solar products and improved cookstoves

Abstract

This report evaluates fiscal policies that could be used by Zambia to help stimulate uptake of both household solar products and improved cookstoves and fuels. The main focus of the report is exemptions from VAT and import duties. If well designed and carefully targeted, fiscal policy could be used to advance the Government’s development goals. Such policies could even result in a net fiscal benefit as jobs are created and as small enterprises benefit from improved energy services.

This research is part of the ‘Technical Assistance Facility to Deliver Africa Energy Compacts’ programme.
