Abstract
The boom in prices of natural resources has caused major changes in the composition of government revenue in Peru. This work examines how they changed public resource allocations by both central government sectors, including at subnational levels. From this evidence, we discuss changes in rules governing the levels and distribution of mining royalties, and the interactions in Congress that gave rise to them.
