Abstract

This paper is concerned with providing a preliminary literature review based largely on the economics of regulation literature. Much of this is based on the institutions and experiences of developed economies, notably the USA and UK. Part 2 is concerned with important issues or themes in the economics of regulation that establish a basis for a research agenda. Part 3 details the proposed research questions that arise from the literature and Part 4 provides conclusions.
