EC-PREP Final Report. Contracting Health Services in Afghanistan: Can the twin objectives of efficiency and equity really be achieved?

Abstract

This report presents the results of an investigation into the development and implementation of Afghanistan's new health policy, which focuses on the delivery of a Basic Package of Health Services (BPHS) to the rural poor through 2 main strategies: sub-contracting service delivery to NGOs and direct government provision through the Ministry of Public Health Strengthening Mechanism. The aim of the study was to contribute to better informed decision-making with regard to the role of health in poverty reduction strategies.
