This Thematic Lesson Paper (TLP) is slightly different to the model of
other TLPs, which are based on the lessons distilled from eight projects
in DFID-Bangladesh's (DFIDB) Rural Livelihoods Programme (RLP). This
TLP reflects on the lessons from contracting out the evaluation of and
lesson learning from, these projects to a managing agent contracted by
DFIDB. This out-sourced contract was the Rural Livelihoods Evaluation
Partnership (RLEP). The lessons recorded in this TLP relate specifically
to DFID contracting out, its mandatory annual project review procedure
(Output to Purpose Reviews and Project Completion Reviews), but some of
the lessons are also relevant to outsourcing more generally.
The TLP draws together the experiences of contracting out in a
particular thematic context. The lessons in this document are grouped
under the following key issues:
- Contract Design and Systemic Issues
- Capacity Building
- Opportunities for Innovation
