Abstract

Homeless International prepared this case study in November 2000 as part of the \"Bridging the finance gap in housing and infrastructure\" research project. The paper analyses the forms of finance that would be required to help the Indian Alliance of SPARC, Mahila Milan and NSDF to mitigate the risks associated with their portfolio of slum upgrading projects. The findings fed into the process of designing the Community Led Infrastructure Finance Facility (CLIFF), which has been piloted in India with the Alliance.
