Bolivia: bonanza exportadora y descentralización [Bolivia: export boom and decentralization].
Abstract
This paper discusses possible relationships between decentralisation in Bolivia and an export boom. When the export boom began, decentralization had already made significant progress in Bolivia, especially since the 1994 municipal reform. This recreated the political reform and local governance and established effective mechanisms for the distribution of public resources to them. This study detected what may be a break in the process of decentralization, but it is unclear if it was caused by the boom, by the political crisis or by the interaction between these two.
