The objectives of this research are three-fold. The first is to identify and analyze the problems and issues of transparency, quality and effectiveness in education public service delivery in Enugu state, using Oji River Local Government Area as a case study. The second is to ascertain how the problems are, currently, being brought to the attention of the authorities, and the ways in which the authorities respond to complaints and petitions from heads of school, teachers, and parents, concerning the primary schools. The third is to devise, in consultation with the stakeholders, an appropriate ICT model for the improvement of communication between the schools and the relevant authorities. A model combining computer and telecommunication technologies is suggested.
