Abstract

In India, the Scheduled Castes (SCs) and Scheduled Tribes (STs), which together constitute a quarter of the total population, have long suffered from discrimination and exclusion which have resulted in severe deprivation and poverty. This paper focuses on the affirmative action policies in India's state sector, otherwise known as the country's reservation policy, which relates to appointment and promotion in government services, admissions to public educational institutions, and seats in local government. The objectives, lessons learned, background, details, implementation and impacts of these affirmative policies are outlined.
