Abstract

The existence of maternal health services does not guarantee their use by women. Neither does the use of maternal health services guarantee optimal outcomes for women. This monograph develops a framework that enables the measurement of quality within institutional delivery services for use by public health researchers, policy makers, managers and a range of health professionals.
