A "constitution" for health services [Editorial]

Abstract

In a context of debates about \"health maximisation\" and the use of markets in health, this Editorial argues that it should be recognised that health services are social organisations, that health services exist to serve the population, that the values of the community should drive health services, that concerns for equity are social concerns and that doctors are servants of the people - or ought to be.
