MOD HOCS HMG2650 GEMS Online GEMS Online was used as a pilot/demonstrator that MoD could use cloud services in 2012/13, after the successful pilot (Alpha) period capability was enhanced to meet an extended user requirement (Beta). The desire is to now ensure the full user requirement is met and robust maintenance and support arrangements are put in place with a suitable business partner. GEMS Online has been designed to provide the administrative support required to operate an effective ideas management programme within the MoD, the system has proven capability and has enabled the reduction in manpower from 500+ voluntary personnel supporting the programme worldwide, to 27 dedicated individuals located at 7 locations within the UK. The GEMS Scheme has facilitated an average of £13.2M in savings per year since its introduction in 1996, with the introduction of GEMS Online efficiency savings can also be captured and reported – enabling the identification of £31.5M in combined savings for FY 2014/15. £279,700 £279,700 11/01/2016
MOD JFC HMG2684 DART (Defence Assurance Risk Tool) DART has been designed to provide a semi-automated method for collecting data relating to ICT systems that require MoD Security Accreditation and to generate an assessment as to the degree of Information Assurance risk and complexity that applies to the system. MOD DE&S HMG2755a Resolve - UAS & UKMFTS A recent audit the Military Aviation Authority (MAA) raised Corrective Action Report (CAR) AIRISTAR/2015/003 which stated that existing electronic storage, in particular activity concerned with the transfer of files, could lead to the loss of airworthiness data. This means that the PT is unable to meet its obligations under RA1015(1). The procurement of a COTS issues management product (Resolve) which will include associated support services from the Government’s G-Cloud Store to treat the above issue within the required timeframe £660,000 £660,000 29/02/2016
MOD Land HMG2774 Defence Learning Environment (DLE) Technical Support Contract The DLE provides all MOD personnel and MOD sponsored students with OFFICIAL level learning content including all mandated and compliance training (H&S, equal opportunities etc). Access to the DLE is authenticated through the Defence Gateway. The DLE is the MOD’s prime e-learning platform which replaced the Defence Learning Portal in June 15 as an interim solution until the Defence Learning Management Capability (DLMC) is developed. The DLMC is not expected to consider the DLE for 2 to 3 years and therefore will not be at full operating capability until 2018 at the earliest. Funding is required for: a) Technical support and helpdesk for the DLE. b) The transition of the DLE technical support and helpdesk from the ACII TOSP to a new contractual solution including investigating more effective means of support and delivery. c) The hosting of the DLE on the JSF. £2,050,000 £2,050,000 29/02/2016

MOD DBS HMG2779 DBS Contracting, Purchasing and Finance (CP&F) - Main Gate Review Note The CP&F project is about the provision of a fully integrated, end to end business process which spans the Commercial, Purchasing and Finance functions for the Department including the provision of an overarching management information layer. MOD DE&S HMG2796 Project, Programme and Portfolio Management (P3M) - Outline Business Case DE&S is undertaking a major multi-year transformation programme to implement best in class project delivery processes and capabilities. The Transformation Programme is planned to deliver acquisition related savings to Defence in excess of £3Bn over 10 years and underpinning the transformational changes are requirements for world class processes and associated IT systems to support those new processes. This P3M project will provide the IT tool to undepin the process change. MOD DE&S HMG2772 Resolve - LWPT Lynx Wildcat PT (LWPT) currently uses the Resolve Issue Management tool, provided by tlmNexus. The existing contract with tlmNEXUS to supply Resolve expires at the end of the 2015/16 financial year.
