Adult education budget (AEB) funding rules 2021 to 2022

Sets out the rules that apply to ESFA funded AEB provision for the 2021 to 2022 funding year.

All Ukrainian adults and their family members supported through the Ukraine Family Scheme and Ukraine Sponsorship Scheme are immediately eligible for FE 19+ funding and are exempt from the 3-year residency requirement as per the current AEB funding rules.

Version 3: February 2022

The main changes are below:

  • from 1 April 2022, eligibility for the National Skills Fund level 3 adult offer will be expanded to those who meet the definition of low wage or unemployed
  • The National Skills Fund level 3 adult offer can be delivered in the workplace
  • Community Learning rules have been strengthened to ensure providers evidence money spent on community learning
  • new section has been added for providers requesting a 16 to 18 traineeship for the first time
  • HGV rules have now been incorporated

  1. We have updated the rules to clarify using LDM code 378 to record delivery for all National Skills Fund level 3 offer for 19 to 23-year-old when you submit ILR data.

  2. We have updated the list in the 'individuals with certain typed of immigration status and their family members' section in the AEB funding rules for 2021 to 2022.

We’ve updated the funding rules to confirm that all Ukrainian adults and their family members supported through the Ukraine Family Scheme and Ukraine Sponsorship Scheme are immediately eligible for FE 19+ funding and are exempt from the 3-year residency requirement as per the current AEB funding rules.
