İngiltere Büyükelçiliği’nin İnsan Haklari ve Demokrasi Programı kapsamında 1 Nisan 2014-31 Mart 2015 tarihleri arasında uygulanacak projeler için teklif çağrısı başlatılmıştır. Proje teklifleri 7 Mart 2014 tarihine kadar İngiltere Büyükelçiliği’ne iletilebilir.

  • Q: Do you accept multi-year project bids?
  • A: We have not had a FY 2015-16 allocation confirmed so we do not accept multi-year projects.

  • Q: Can a project cover more than one thematic area?
  • A: While a project can cover more than one thematic area we have found that projects which seek to cover more than one theme can lose strategic focus.

  • Q: Do you fund research projects?
  • A: While we do accept research based project bids, the Programme Board must be convinced how the research will be used or disseminated to create impact.

  • Q: Do you fund general legal aid?
  • A: We do not fund general legal aid (e.g. we are paying for large numbers of people to access legal advice or legal cases that are not strategic). We would only look to fund strategic litigation that has a wider precedent or impact on wider policy. However the project must consider what impact the litigation can have in the time available for the project and how the cases will be funded once FCO funds end.

  • Q: What is the start and end date for projects? Are they fixed?
  • A: The project bids must be designed in a schedule to start in June 2014 and end by February 2015. It could be shorter than that. The dates are fixed. The Programme Board will have completed assessing the projects by the end of May 2014. Please also note that activities cannot start before the Grant Contract is signed. We have asked that projects end in February because this will provide us with time close down the project before the end of the financial year.

  • Q: Do you pay for equipment (not including basic stationary for training etc)?
  • A: NO, unless the implementer can make a very good case that some equipment is integral to the delivery of the project. In such cases approval will be sought from Programme Team before application. Any equipment remains the property of FCO.

  • Q: Do you pay for administrative costs?
  • A: Yes up to 10% of the total cost of the project could be allocated to administrative costs. However the costs included here should still be broken down into its component part.
