Principle T3 of the Code of Practice for Statistics requires that access to official statistics before their public release is limited to those involved in the production of the statistics and the preparation of the release. This is for quality assurance and operational purposes.
Pre-release access may only be granted in accordance with the rules and principles set out in the Pre-release Access to Official Statistics Order 2008. In addition, the order requires that records are published of those who have access prior to public release.
In July 2026, the government created a new department called the Department for Business, Innovation, Science and Trade (BIST). The new department encompasses the previous Department for Business and Trade (DBT) with parts of the former Department for Science, Innovation and Technology (DSIT) and the Investment Security Unit (ISU).
Before the creation of BIST, the national survey of registered businesses’ exporting behaviours, attitudes and needs (NSRB) was commissioned by DBT. NSRB wave 10 fieldwork was completed while DBT existed, and businesses completed the survey on the understanding that DBT was the commissioner.
The following list details individuals who received pre-release access to the DBT NSRB report 2025. This excludes those involved in the production, preparation and quality assurance of the statistics.
