This is the Office for Budget Responsibility’s latest Welfare trends report. This year’s WTR focuses on universal credit (UC), which is set to become a major part of the benefit and tax credit system. UC will absorb most existing benefits and tax credits that are paid to people of working age.

This Command Paper was laid before Parliament by a Government Minister by Command of Her Majesty. Command Papers are considered by the Government to be of interest to Parliament but are not required to be presented by legislation.
