South West plan: purpose and direction
The Committee reviewed the South West accessibility and effectiveness plan following the previously reported vote supporting Option B (13–3). Option A was the status quo.
The aim is to strengthen VAPC’s independent advisory contribution by improving public understanding, access through trusted partners and the identification of both good practice and systemic shortcomings. The Committee’s purpose is to improve the systems supporting veterans, not to establish a general casework service.
The South West will continue to participate in the Council of VAPC Chairs (CVC), while testing a proportionate regional approach. Findings, methods and constructive lessons will be offered to other regions. Concerns raised about the plan will be considered during phased development.
Delivering effective independent advice
Members recognised that collecting information alone is insufficient. The proposed approach must turn credible stakeholder evidence into clear recommendations, reach the appropriate decision-makers and record responses and outcomes. The Committee discussed the need for effective sponsorship and an accountable route for independent advice to reach Ministers where necessary. Sponsor support and funding for proportionate implementation remain under consideration.
A coordinating group and defined workstreams were proposed to manage priorities, avoid duplication and respect volunteers’ capacity. Membership and terms of reference are to be confirmed. Initial activity will focus on a limited demonstrator rather than all workstreams at once.
Stakeholder engagement and evidence
Initial outreach will be tested with a small number of trusted charities, public bodies and other partners before any wider invitation. Submissions should include positive outcomes and examples of good practice as well as repeated problems, unmet needs and suggestions for improvement. The Veterans Charity welcomed the approach and indicated willingness to assist in testing it.
An evidence requirements statement will be prepared, drawing first on existing research and regional datasets. A small group will seek advice from Dr Mary Keeling on available evidence, analytical methods and gaps. Data collection must be proportionate and comply with information-governance requirements.
Accessibility, website and communications
Members supported improving the visibility and accessibility of SW VAPC, including development of a regional website concept with clear explanations of the independent advisory role, War Pensions, AFCS and signposting boundaries. Concern was expressed that an MOD-branded route may discourage some veterans from sharing candid experiences where their concerns relate to MOD-administered services. This is a question of perceived independence as well as practical accessibility.
The proposed regional presence would complement national GOV.UK information; hosting, editorial responsibility, accessibility, security and sponsor arrangements require clarification before launch. Communications should use plain language and should not invite unrestricted individual casework.
VALOUR
The Committee discussed VALOUR’s potential to improve service coordination and understanding of veterans’ needs, alongside concerns about the maturity of its staffing, referral arrangements, geographical coverage, funding and data model. The importance of involving charities operating across regional boundaries was noted.
SW VAPC will engage constructively with VALOUR hubs and field officers, sharing local knowledge where useful while maintaining a distinct independent advisory role. The Committee should avoid making its own delivery dependent on arrangements still under development. Evidence of strengths and difficulties should be recorded and escalated appropriately; matters common to several regions may be best addressed through a collegiate national assessment.
Veterans UK, War Pensions and AFCS
Members discussed claim delays, claimant communications, clarity of guidance and the reliability of published performance information. SW VAPC will continue scrutiny of systemic matters and seek a structured two-way route with Veterans UK for issues and responses, without assuming routine casework responsibilities.
Governance and data handling
The Committee noted the importance of clear responsibilities, secure handling of personal information, minimisation of case details, and appropriate retention and communication arrangements. A confidential reporting facility was discussed as a possible later-stage project, subject to feasibility and safeguards.
Proposed meeting arrangements - under discussion until 27 October 2026
The Chair proposed monthly online meetings on the third Wednesday, 5pm to 6pm, replaced by quarterly in-person meetings on designated third Wednesdays, 9:30 to 3pm. There would be no quarterly meeting in July or August; monthly meetings would replace the missing quarterly. The proposed pattern is intended to avoid regular CVC (Chairs) meetings. It remains subject to member consultation until 27 October 2026.
