UKCES was established in April 2008, originally created by the merger of two predecessor organisations, the Sector Skills Development Agency and the National Employer Panel. On 1 April 2010 UKCES became the champion and guardian of the Investors in People brand and range of products and services.

This paper was laid before Parliament in response to a legislative requirement or as a Return to an Address and was ordered to be printed by the House of Commons.
