Summary of discussion of the first United Kingdom-Andean Countries Customs, Trade Facilitation and Rules of Origin Sub-Committee

UK hosted virtually, 7 June 2022.

1. Customs cooperation and trade facilitation

The UK, Ecuador, Peru and Colombia held useful discussions on items concerning trade facilitation and the development of cooperation in customs matters.

The countries each gave presentations outlining the structure and functions of institutions responsible for customs operations.

The countries also presented on their respective regimes for Authorised Economic Operators (AEOs), and the scope of their Mutual Recognition Agreements (MRAs). The countries then went on to outline their risk assessment processes and evaluation of results regarding fraud.

Andean countries provided the UK with detail on the implementation and structure of their Single Window. This discussion was welcomed by the UK, as the UK is in the design phase of its own single window programme.

On e-commerce, the countries presented on risk reduction strategies and regulations for goods ordered online and sent cross-border, to aid sharing of best practice.

2. Rules of origin

Discussion concerning the application of the rules of origin was held via written correspondence following the virtual discussion on Customs Cooperation and Trade Facilitation.

The notification to the UK regarding administrative cooperation for the purposes of cumulation between the Andean Community General Secretariat (SGCAN) and the Secretariat for Central American Economic Integration (SIECA) was discussed. The UK confirmed it would send a formal acknowledgment of its receipt in due course.

Further useful discussions were held on Harmonised System transposition, the issuance of invoice declarations and mistakes in the filling of movement certificates.

3. Conclusion

All parties exchanged thanks for a constructive meeting.

4. Agreed next steps and actions

The UK will send Andean countries a letter confirming receipt of the joint notification on administrative arrangement in place for cumulation of origin between the Andean Community and the Central American countries.

Ecuador to report to the Customs, Trade Facilitation and Rules of Origin Sub-Committee on specific cases of mistakes in filling movement certificates, in order to address these situations moving forward.
