This public notice was revoked on 1 July 2021 by trade remedies notice 2021/03: suspension of anti-dumping duty on welded tubes and pipes of iron or non-alloy steel originating in Belarus or Russia.
This notice is made under regulation 94D(2) of The Trade Remedies (Dumping and Subsidisation) (EU Exit) Regulations 2019.
This notice suspends the application of a trade remedies measure in the event the goods covered by the measure are also subject to a safeguarding measure.
Trade remedies measure suspended
The trade remedies measure applied by Taxation notice 2020/03: anti-dumping duty on certain pre- and post-stressing wires and wire strands of non-alloy steel (PSC wires and strands) originating in the People’s Republic of China is suspended and not to be charged if the goods to which the measure applies, on importation into the United Kingdom, are also subject to the charge of a safeguarding measure applied by Taxation notice 2020/06: safeguard measures on certain steel products – application of tariff rate quotas.
The effect of this suspension is that anti-dumping duty is charged on imports of certain pre- and post-stressing wires and wire strands of non-alloy steel (PSC wires and strands) originating in the People’s Republic of China until such time as the relevant import quota is exceeded; after such time only the safeguard duty is charged or the portion of the anti-dumping duty where it exceeds the safeguard duty (together with the safeguard duty) is charged. Further details are set out in Annex 1.
Trade remedies measure application period unaffected
This notice does not suspend the period, to which the anti-dumping duty applies, that is specified in Taxation notice 2020/03: anti-dumping duty on certain pre- and post-stressing wires and wire strands of non-alloy steel (PSC wires and strands) originating in the People’s Republic of China.
