Trade remedies notice 2026/14: registration of imports of rutile titanium dioxide originating from China

This public notice is published on 26 March 2026 by the Secretary of State for Business and Trade under paragraph 29 of Schedule 4 of the Taxation (Cross-border Trade) Act 2018 (‘the Act’).
The public notice instructs HM Revenue & Customs (HMRC) to register the importation of imports of rutile titanium dioxide originating from China (the ‘goods’ it relates to are described under the heading ‘goods description’).
Registration of the goods
This public notice gives effect to the Secretary of State’s decision under paragraph 29 of Schedule 4 to the Act to require HMRC to register the goods, which are the subject of an ongoing investigation and to which an anti-dumping amount may be applied.
From 27 March 2026, HMRC will begin registering the goods.
Under regulation 91 and 92 of the Trade Remedies (Dumping and Subsidisation) (EU Exit) Regulations 2019, when a definitive remedy is implemented with respect to registered goods, duties may be payable from a date up to 90 days preceding the implementation of any provisional remedy. The level of duties charged will be determined by the definitive remedy that is implemented.
Goods description
The goods concerned are those subject to proceedings initiated on 3 March 2026 as specified in Notice of Initiation AD0086 and are defined as:
- being rutile titanium oxides in pigments and preparations based on rutile titanium dioxide
- containing a minimum of 80% by weight of titanium dioxide calculated on the dry matter
- having all types of particle sizes, classified under Chemical Abstracts Service Registry Numbers 12065-65-5 and 13463-67-7
UK Global Tariff commodity codes subject to registration
You must enter the additional code 8A60 on your import declaration when importing the goods concerned, as they are subject to registration. These goods are imported under the following commodity codes:
- 2823 0000 10
- 2823 0000 30
- 2823 0000 80
- 2823 0000 83
- 3206 1100 10
- 3206 1100 30
- 3206 1100 80
- 3206 1100 85
Excluded goods
This public notice applies only to imports of rutile titanium dioxide. It does not apply to other forms of titanium dioxide, such as anatase or brookite. These forms of titanium dioxide are excluded from the registration requirement under this notice.
When importing these excluded goods from China under the commodity codes listed above, importers must enter additional code 8A61 on the import declaration to indicate that the goods are not subject to registration.
Imposition date
This public notice takes effect, and the registration of the goods applies, from 27 March 2026.
Expiration date
The goods will continue to be registered until the Secretary of State for Business and Trade publishes a public notice instructing HMRC to stop registering the goods.
