Trade remedies notice 2026/17: rejection of the TRA’s recommendation to apply a provisional anti-dumping measure on hot-rolled steel plate originating from South Korea

This public notice is published by the Secretary of State under paragraph 15(4) of Schedule 4 to the Taxation (Cross-border Trade) Act 2018 (‘the Act’).
The TRA’s recommendation
The Trade Remedies Authority (TRA) has made a provisional affirmative determination in relation to hot-rolled steel plate originating from South Korea and recommended that a provisional anti-dumping measure be applied. Specifically, the TRA’s recommendation was:
- to require all importers of the goods to give a guarantee in respect of the estimated anti-dumping duty applicable to their imports, for a period of 6 months, or until a definitive remedy is implemented, whichever is sooner
- to apply anti-dumping duty rates to goods subject to the measure
- for the guarantee, which the TRA found meets the economic interest of the UK, to take the form of a bank guarantee, bond or cash
The Secretary of State’s decision on the TRA’s provisional recommendation
The Secretary of State has decided to reject the TRA’s recommendation to apply a provisional anti-dumping measure. Accordingly, no provisional anti-dumping measure will be applied while the investigation continues.
Reasons for the Secretary of State’s Decision
The Secretary of State has considered the evidence in the TRA’s recommendation and wider matters in the public interest. The Secretary of State decided to reject the recommendation because he was satisfied that it was not in the public interest to accept it.
The Secretary of State took this decision because:

the government has announced new steel trade measures from 1 July 2026 to further protect UK steel production, which may impact the need for a provisional anti-dumping measure in this case
-
preserving the UK-South Korea trade relationship is of public interest given its geopolitical and economic importance
-
the Secretary of State recognises the impact that the application of a provisional anti-dumping measure would have on South Korean exports at a time when the government has announced the new steel trade measure and the desirability of allowing an opportunity for UK and South Korean traders to acclimatise to these changes in the trade landscape
Goods description
The public notice relates to hot-rolled steel plate originating from South Korea and exported to the UK. These are:
- flat-rolled products of iron or non-alloy steel, of a width of 600mm or more, hot-rolled, not clad, plated or coated, not in coils; not further worked than hot-rolled, without patterns in relief, of a thickness of 4.75mm or more, excluding tool steel. Including perforated or non-perforated, not further worked than surface-treated or simply cut into shapes other than rectangular
- flat-rolled products of iron or non-alloy steel, of a width of 600mm or more, clad; and/or
- flat-rolled products of other alloy steel, of a width of 600mm or more, not further worked than hot-rolled, not in coils, of a thickness of 4.75 mm or more (excluding products of tool steel, high-speed steel or silicon-electrical steel)
The TRA’s investigation is ongoing. The public file section of the TRA’s website is regularly updated with information relating to the case. Interested parties can use this to increase their understanding of the investigation and may supply the TRA with evidence at future opportunities. The TRA’s investigation continues and the TRA will submit a final recommendation to the Secretary of State before the end of the investigation.
