Trade remedies notice 2026/19: registration of imports of LLDPE originating from the USA

This public notice is published on 1 July 2026 by the Secretary of State for Business and Trade under paragraph 29 of Schedule 4 of the Taxation (Cross-border Trade) Act 2018 (“the act”).

The public notice instructs HM Revenue and Customs (HMRC) to register the importation of linear low-density polyethylene (LLDPE) originating from the United States. The goods are described under the ‘goods description’ section of this trade remedies notice.

Registration of the goods

This public notice gives effect to the Secretary of State’s decision under paragraph 29 of Schedule 4 of the act to require HMRC to register the goods, which are the subject of an ongoing investigation and to which an anti-dumping amount may be applied.  

From 2 July 2026 HMRC will begin registering the goods.

Under regulation 91 and 92 of the Trade Remedies (Dumping and Subsidisation) (EU Exit) Regulations 2019, where a definitive remedy is implemented with respect to registered goods, duties may be payable from a date up to 90 days preceding the implementation of any provisional remedy. The level of duties charged will be determined by the definitive remedy that is implemented.

Goods description

The goods concerned are those subject to proceedings initiated on 1 July 2026, as specified in the notice of initiation (“the investigation”). They are defined as being:

  • linear low-density polyethylene (LLDPE) originating from the USA

The investigation follows an anti-dumping application supported by evidence of dumping and material injury to UK industry.

UK Global Tariff commodity codes subject to registration

Imports of the goods concerned are subject to registration when declared under the following UK Global Tariff commodity codes:

  • 3901 10 90 30
  • 3901 10 90 90
  • 3901 40 00 10
  • 3901 40 00 30
  • 3901 40 00 50

  • 3901 90 80 99

Importers must enter the additional code 8C11 on their import declaration to identify products that are within the scope of this notice. Importers must also enter the additional code 8W02 on their import declaration to identify products that are not within the scope of this notice (that is, products that are not LLDPE).

Imposition date

This public notice takes effect, and the registration of the goods applies, from 2 July 2026.

Expiration date

The requirement to register the goods given effect to by this public notice ceases to have effect on the date that the investigation terminates.
