A copy of the letter from Lee Rowley, Minister for Local Government at the Department for Levelling Up, Housing and Communities, to Essex County Council in their role as Commissioner and Best Value Inspector, detailing the decision by the Secretary of State to expand the intervention in the Council and issue Directions under section 15(5) and (6) of the Local Government Act 1999.
The Secretary of State has introduced further Directions to provide the Commissioner with additional powers to drive forward improvement and to appoint a Managing Director Commissioner. This appointment is intended to strengthen the intervention model and to increase Thurrock Council’s capacity to deliver its improvement plan.
