Copy of the letter from Max Soule, Deputy Director, Local Government Stewardship, at Department for Levelling Up, Housing and Communities to Gavin Jones, Chief Executive of Essex County Council. The letter appoints Essex County Council as Commissioner to Thurrock Council in accordance with the Directions issued under section 15(5) and (6) of the Local Government Act 1999 on 2 September 2022. It also appoints Essex County Council as Best Value Inspector under section 10 of the Local Government Act 1999. The letter sets out the responsibilities of Essex County Council in their roles as Commissioner and Inspector.
