This document has been withdrawn, it became obsolete in September 2017 when the Office of Surveillance Commissioners (OSC), Intelligence and Security Committee (ISC) and Interception of Communications Commissioner’s Office (IOCCO) were abolished by the Investigatory Powers Act 2016.
