Details
Following the announcement that GBE-N will deliver one SMR Project it has considered its strategy for managing Conflicts of Interest across the Project.
In light of this, GBE-N has developed a SMR COI Matrix which clearly sets out those COI scenarios which could not be satisfactorily managed through the implementation of corporate separation measures and so GBE-N will not permit organisations to hold contracts in those scenarios.
This COI Matrix is attached for reference.
Organisations interested in tendering for future contacting opportunities with GBE-N should note :

Any Organisation(s) acting as the GBE-N Owners Engineer, cannot also be awarded a contract with GBE-N for any other contract in respect of this Project. Any Tier 1 Contractor to the GBE-N Owners Engineer can act as a Tier 1 Contractor to RRSMR subject to demonstration of suitable conflict of mitigation measures, including how COI will be managed at corporate level. Further detail of the conflict mitigation protocol will be provided in the Invitation to Tender.
- Any Organisation(s) acting as Tier 1 Contractor to RRSMR, including any organisation that has any financial interest in RRSMR cannot act as the GBE-N Delivery Partner.
- As things currently stand, it is GBE-N’s position that it will not permit the GBE-N Delivery Partner or any Tier 1 Contractor to the GBE-N Delivery Partner, to also hold a contract with GBE-N for Balance of Plant / Mechanical Electrical and HVAC, Associated Developments, Engineering Partner or Site Groundworks and Civils. This position will be subject to continual review as it develops its maturity of thinking on its delivery approach for these contract opportunities. Further information will be provided on these procurements in due course.
This SMR Conflict of Interest Matrix will be applied by GBE-N in designing and delivering all procurement activity for its SMR Project. It will be regularly reviewed and updated by GBE-N, particularly as it develops further maturity over its Alliancing Structure.
