Reimagining Government Property Through Strategic Partnerships

The Government Property Agency (GPA) is the public sector property holding company responsible for delivering the Government’s property agenda across its office and warehouse portfolios. We represent the best covenant in the UK – His Majesty’s Government - and manage a large and fast growing estate.

We are delivering the property elements of the Government’s Levelling Up, Net Zero, and the Civil Service Reform initiatives. This includes a significant programme of commercial office developments and investment in our existing estate in all parts of the UK.

Our priorities are: focusing on the civil servants who occupy our buildings and who are our customers; delivering high quality, digitally-enabled and sustainable property solutions; and developing strategic partnerships with others to deliver value for money.

Government Hubs Programme

The Government Hubs Programme is delivering modern, customer-focused, digitally connected and inclusive workplaces to enable government departments to share space and work productively. The Programme is rationalising our estate in cities across the United Kingdom and playing a pivotal role in the Government’s Levelling Up Agenda, which will relocate 22,000 Civil Service roles out of London by 2030.

Hubs present the opportunity to regenerate brownfield sites, return shoppers to high streets and turn unused buildings into collaborative, modern workspaces. So far, 17 Hubs have opened, including Belfast, Birmingham (x2), Bristol, Cardiff, Darlington, Edinburgh, Glasgow, London (x4), Leeds, Liverpool, Manchester, Nottingham and Peterborough.

Local Authorities

We are rationalising office portfolios in towns and cities across the UK, and bringing in roles relocating from London. We are keen to collaborate with Local Authorities to explore working in partnership: shared office space; regenerate key locations including as an anchor tenant for new schemes; collaborate on green travel and district heating; and increase footfall on the high streets. We are also contributing to place making and economic development.

Net Zero

Our aim is to achieve a greener government estate - reducing carbon emissions and saving utility costs. We aim to lead by example in both construction and building operations. We are on track to deliver carbon reduction targets in advance of Government timelines.

We are keen to work with partners to reduce the embodied carbon in construction, and design our buildings for very low carbon over whole life.

Property technology and data

Property technology is a key part of our offer. We use technology to make better informed decisions earlier, and provide a great service for our clients and customers. We are leading the standards for IT networks and wi-fi, access control, audio visual equipment and occupancy management across government.

And we are increasingly using the data we gather to deliver value. We have also set ambitious standards for the use of Building Information Modelling, digital twins and 5D CAD.

We are keen to work with partners who share our vision for a digital world.

  • Transferred more than 903,000 square meters (41 per cent) of the Government’s office portfolio into our management, with scope to triple this
  • Providing modern, connected workplaces for more than 140 government clients
  • Enhancing performance at more than 240 Government properties
  • Optimising performance at some of the UK’s most iconic buildings, including Old Admiralty Building, 1 Horseguards Road and 100 Parliament Street
  • Supporting regeneration across the UK with 15 more Government Hubs by 2028
  • Delivering at least BREEAM Excellent for all new builds and BREEAM Very Good for all refurbishments
