The study was initiated in late 2009 to help the Department for Communities and Local Government (DCLG) and the 5 London 2012 host boroughs (Newham, Hackney, Waltham Forest, Tower Hamlets and Greenwich) improve their understanding of the issues surrounding population churn in the host boroughs.
