Customers applying for a grant

Grant applicants must not install their chargepoint before applying for a grant or before they are notified they are eligible for a grant. If you do, it will invalidate any subsequent grant offer.

Applicants must supply all evidence and meet all conditions and eligibility requirements set out in grant scheme guidance and/or the application form.

You must use an authorised installer to install the chargepoint. The chargepoint must be an eligible model.

You must fill in and submit your grant application form and supply your own contact details. Installers/installer representatives must not fill in the form on your behalf. You can contact the Office for Zero Emission Vehicles (OZEV) for assistance if required.

The number of charge points applied for and installed must not exceed the reasonable requirements of the applicant, or the limits set out in the guidance for each scheme.

You must not apply for a grant for charging infrastructure which has already been funded under any grant scheme offered by OZEV or another organisation, or is required as part of the building regulations. Any duplicate applications will be regarded as fraud.

You must not apply for a grant to replace any existing grant funded charging infrastructure.

Installer/installer representatives claiming grant

You must be an authorised installer and install an eligible chargepoint.

The calculation of the grant must take account of eligible costs only.

The grant must be deducted from the customer’s invoice before a claim is submitted.

The invoice must show the reasonable installation cost that would have been charged had the grant not been available. Any inflated costs will be viewed as fraud.

You must not claim a grant for charging infrastructure already funded under any grant scheme, or to replace any grant funded charging infrastructure.

You must supply all evidence and meet all conditions and requirements in grant scheme guidance and/or the claim form. Failure to do so will result in claims being rejected or declined.

If you miss any deadline for claim submission or resubmission, the grant will not be paid. OZEV will only consider requests to reconsider in exceptional circumstances beyond an installer’s control. Any decision will be at OZEV’s discretion and will not set any precedent.

You must fulfil all responsibilities that apply to installers/installer representatives including maintaining membership of the relevant competent persons scheme.

Your customers must complete and submit their grant application form. You must not do so on their behalf.

Your customer will be responsible for their grant application. However, you must be aware of all eligibility criteria for each grant and be able to assist customers in understanding whether they are eligible to apply.

You must inform OZEV if you believe a grant applicant does not meet the eligibility criteria.

Status of businesses

Businesses applying for a grant or to become an installer/installer representative must be trading. They must not be:

  • insolvent or dissolved
  • going through a process that could result in them becoming insolvent or dissolved
  • expecting to cease trading

Conflict of interest

Authorised installers/installer representatives, and businesses in which they or their directors have an interest, must not apply for any OZEV home and workplace grants.

The directors and employees of installers/installer representatives may only apply for a grant for a property if the installation is carried out by a business in which they have no interest or involvement - financial, operational or otherwise.  

Audit

By applying for or claiming a grant you agree to facilitate and assist in audits as set out. 

OZEV will select some installations to be audited. OZEV, or a third-party organisation, will check grant data, statements and records held by you and the installer.

There may be an on-site visit that will require access to the charge point(s) and any equipment that supports their operation. Applicants and installers / installer representatives must permit OZEV, or a third party OZEV appoints, to inspect the site, and must supply any information or documents requested in relation to the installation, grant application and claim.

Audits may take place before or after a claim is paid. Grant applicants and installers / installer representatives must provide the information requested or facilitate a site visit. If this is not provided, we may withhold or reclaim payment of the grant and any other claims that have been submitted for any grant. 

Fraud

OZEV reserves the right to take whatever action it deems appropriate if there is any evidence or suspicion of:

  • fraudulent activity
  • misuse of government funding by any party

OZEV reserves the right to seek further information or documentary evidence from relevant parties in support of any application or claim.

Grant applicants or authorised installer/installer representatives who become aware of any activity which is fraudulent or does not comply with grant scheme requirements must contact counter-fraudbribery@dft.gov.uk.

Grant scheme changes and closure

The government reserves the right to make changes to the grant schemes at any time

If a grant scheme closes, the government may modify any previously notified deadlines relating to grant applications and claims as it sees fit. If we do, we will aim to give at least 4 weeks’ notice of the last dates for applications, claims and payments.

If the grant rate changes, the government will aim to give at least 4 weeks’ notice.
