This is the first annual report on Part 2 of the Data (Use and Access) Act 2025, which established the UK’s statutory framework for digital verification services (DVS).

It covers how the government is implementing the DVS framework, including the DVS trust framework, the public DVS register, the trust mark and the information sharing power.

The report sets out:

  • progress since the DVS framework came into effect in December 2025
  • how it is operating in practice
  • early evidence on market growth and user adoption
  • work to enable information sharing and strengthen trust
  • priorities for the next phase of delivery

Digital verification services let people prove things about themselves – such as their identity or age – in a secure and privacy-preserving way. They also help businesses and public authorities carry out checks more efficiently, while giving individuals more control over how their information is shared.
